Senior Director

Kyi-Sin Than is part of the Center for Healthcare Economics and Policy. Ms. Than has experience in health economics and outcomes research (HEOR) focusing on real-world evidence, modeling novel value elements, and policy evaluation, particularly value-based payments models.

At FTI Consulting’s Center for Healthcare Economics and Policy, Ms. Than provides economic analyses to support healthcare and life sciences industry clients. Over her career, she has helped clients identify and quantify the economic value of their products, advised on value evidence strategy, and provided evidence-based solutions. Her work has also help inform and prioritize policy initiatives through evaluation of healthcare programs and measuring the societal costs of specific diseases. Her experience includes real-world data analysis, economic modeling, survey data collection and analysis including discrete choice experiments, and mixed methods program evaluation.

Ms. Than has conducted economic analyses to quantify the cost of illnesses from the perspective of health insurance providers and governments. She has also led modeling studies to forecast and simulate the impact of changes in utilization of innovative therapies on health and cost outcomes as well as studies quantifying the value of such therapies. Additionally, Ms. Than leads projects quantifying novel value elements of therapies including insurance value. Ms. Than has used a variety of data sources to meet research objectives including health insurance claims data, survey data, and registry data.

Ms. Than has also applied economic modeling methodologies to public health and policy issues. For the National Foundation for the Centers for Disease Control and Prevention (CDC Foundation), she led the initiative to build a budget impact model to support and disseminate the business case for employer engagement in hypertension prevention and control. Ms. Than has also utilized difference-in-differences methodology to quantify the impact of the Bundled Payments for Care Improvement initiative on healthcare utilization and Medicare expenditures while maintaining or improving quality of care among hospitals, physician group practices, skilled nursing facilities, and home health care providers. The findings from the evaluation led to the implementation of the Comprehensive Care for Joint Replacement Model.

Prior to joining FTI Consulting, Ms. Than served as an Associate Director at PRECISIONheor, where she conducted health economics and outcomes research studies for the life sciences industry. Ms. Than was also a Senior Consultant at the Lewin Group, where she led the quantitative evaluation and reporting of value-based payment models from the Centers for Medicare and Medicaid Services Innovation Center. Ms. Than received her Master of Public Health in Epidemiological & Biostatistical Methods for Public Health & Clinical Research from the Johns Hopkins Bloomberg School of Public Health and her Bachelor of Arts in Psychology from Wellesley College.
