Andrea P. Chung, Ph.D. is part of the Center for Healthcare Economics and Policy. Dr. Chung has more than 10 years of healthcare economics research experience, serving as a trusted advisor to healthcare payers, governmental agencies and providers.

Dr. Chung is an expert in health and industrial organization economics with a specialty in analyzing healthcare markets and competition. Her expertise includes advanced modeling of healthcare markets, impact analysis, program evaluation, quality measurement and payment reform. Over her career, she has helped clients evaluate the impact of alternative payment models, assess changes in complex payment systems, evaluate the impact of expanded care models and provide regulatory guidance on issues relating to quality of care. Her experience includes mixed methods program evaluation, policy impact analysis and advanced econometric modeling.

Dr. Chung has conducted research to assess the impact of alternative payment models for the Centers of Medicare & Medicaid Services (“CMS”). Her projects have included analyses to evaluate the impact of service line expansions for rural hospitals to inform potential rural hospital payment policies and evaluation of the performance of hospices, their market expansion and competitive actions. Her research on providers includes econometric analyses of factors predicting hospital entry and exit decisions. Dr. Chung’s presentations include Academy Health and the American Economic Association’s annual meetings, and she has peer-reviewed work in the Review of Economics and Statistics.

Prior to joining FTI Consulting, Dr. Chung served as an economist at major healthcare consulting firms. Her projects included governmental quality programs of providers, including payment system reform for inpatient rehabilitation facilities and a national hospice study, quantitative analyses on CMS projects including total program impacts and Medicare cost savings estimates of Bundled Payments for Care Improvement (“BPCI”) model and evaluation of markets for cancer services for the Oncology Care Model (“OCM”). Dr. Chung received a B.A. in Biology from the University of Pennsylvania and an M.S. in Public Policy and Management and a Ph.D. in Applied Economics from Carnegie Mellon University.
